May 10 brought several notable international developments: U.S. President Donald Trump and Russian President Vladimir Putin exchanged greetings on the 80th anniversary of Victory Day; North Korea warned it may use military force if the U.S. continues to provoke Russia; and Iran is preparing to deliver Fath-360 missile launchers to Russia.
U.S. Affirms No Unilateral Tariff Cuts for China
White House Press Secretary Karoline Leavitt stated on May 10 that the U.S. would not unilaterally reduce tariffs on China. The announcement came just hours after President Trump floated the idea of lowering tariffs from 145% to 80% ahead of upcoming U.S.-China trade talks in Switzerland.
“An 80% tariff on China seems reasonable. It’s up to Scott B [referring to Treasury Secretary Scott Bessent],” President Trump said.
“That’s the figure the President has put forward, and we’ll see what happens this week,” Leavitt added.
Trump and Putin Exchange Greetings on Victory Day
On May 9, the Kremlin announced that President Vladimir Putin and President Donald Trump exchanged greetings via their aides on the occasion of the 80th anniversary of Victory Day in the Great Patriotic War.
“Through their aides, President Putin and President Trump exchanged greetings on this shared commemorative occasion,” said Yuri Ushakov, Putin’s foreign policy adviser, on national television.
Ushakov noted that the greetings were “warm and cordial” in recognition of the historic milestone.
North Korea Warns of Military Action if U.S. Provokes Russia
North Korean state media KCNA reported on May 10 that leader Kim Jong Un declared North Korea’s support for Russia in the Russia-Ukraine conflict as “legitimate,” framing it as an exercise of sovereign rights to defend a “brotherly nation.”
Kim warned: “North Korea will not hesitate to authorize the use of military force if the U.S. continues military provocations against Russia.”
On May 9, Kim, accompanied by his daughter and senior officials, visited the Russian Embassy in Pyongyang to commemorate the 80th anniversary of the Soviet Union’s victory in the Great Patriotic War.
In a speech at the embassy, Kim praised the Soviet military victory and reaffirmed North Korea’s “steadfast commitment” to strengthening and developing the long-standing DPRK-Russia relationship.
Iran Preparing to Deliver Fath-360 Missile Launchers to Russia
Reuters reported on May 10, citing two Western security officials and one regional official, that Iran is preparing to transfer short-range ballistic missile launchers—specifically the Fath-360 system—to Russia in the near future. This missile system has been used in the Russia-Ukraine conflict.
In September 2024, the U.S. reported that Iran had shipped missiles to Russia via a sanctioned vessel but had not included launchers. The officials indicated that the launcher transfer is imminent but declined to provide further details, including why the launchers were not delivered earlier alongside the missiles.
Although Russia has its own domestically developed ballistic missiles, access to Iran’s Fath-360 launchers could enhance its frontline firepower, similar to how Iranian missiles have been used for nearby targets.
Russia Supports Ceasefire Proposal with Conditions
Kremlin spokesperson Dmitry Peskov stated on May 10 that Russia supports a proposed 30-day ceasefire in the conflict with Ukraine, but only if certain related factors are considered.
“This proposal has been on the table from Ukraine for a long time… When it was pushed forward by [President Donald Trump’s administration], President Putin expressed support, but it’s difficult to discuss the details without resolving a series of surrounding issues related to the ceasefire concept,” Peskov said.
Russia has repeatedly emphasized that a sustainable ceasefire depends on establishing monitoring mechanisms and long-term enforcement.
IMF Approves $1 Billion Disbursement for Pakistan
On May 9, the International Monetary Fund (IMF) approved a program review for Pakistan and released $1 billion in urgently needed funds for the country. The IMF also approved a new $1.4 billion loan package to help Pakistan strengthen its economic resilience against climate and disaster risks, according to AFP.
“The Pakistani government has demonstrated strong implementation of the program, contributing to improvements in financial and external conditions while continuing the economic recovery,” the IMF said in a statement.
However, India’s Ministry of Finance expressed concerns over the effectiveness of IMF programs for Pakistan and warned that the funds might be used for “state-sponsored cross-border terrorism activities.”
