Medvedev Warns Russia May Launch Preemptive Strike If Ukraine Conflict Escalates
18 tháng 7 2025
On July 17, Dmitry Medvedev, Deputy Chairman of Russia’s Security Council, issued a stark warning: Russia must be prepared to take military action—including a potential preemptive strike—against the West if the war in Ukraine continues to escalate beyond control.
His remarks, published by Russian state news agency TASS, reflect Moscow’s growing concerns that the ongoing confrontation with the West over Ukraine could cross a critical threshold—especially after former U.S. President Donald Trump suggested a 50-day deadline for a peace deal.
Rejecting NATO Accusations but Warning of Retaliation
Medvedev dismissed Western and NATO concerns that Russia could attack a NATO member state, calling such claims "utterly absurd." However, he stressed that Russia must be ready to respond comprehensively if Western pressure intensifies:
“We need to respond proportionately. Be ready for a full-scale response. And, if necessary, launch a preemptive strike,” Medvedev warned.
He criticized the West’s mindset, calling it “outdated thinking based on former superiority”, and accused Western leaders of fueling unnecessary tensions.
A Full-Scale Conflict in Disguise?
According to Medvedev, the current situation is effectively a large-scale conflict between Russia and the West, citing the following developments:
Ongoing arms supplies to Ukraine
Satellite-based intelligence sharing
Severe economic sanctions
NATO’s increasing militarization of Europe
In response to Medvedev's remarks, Kremlin spokesperson Dmitry Peskov said the statements represent Medvedev’s personal views, but acknowledged Kremlin concerns about Europe's confrontational stance toward Russia.
Medvedev’s Hardening Stance
Once seen as a moderate and pro-reform figure during his presidency from 2008 to 2012, Medvedev has in recent years adopted a much harder, anti-Western tone.
According to Reuters, his recent statements reflect the views of a significant faction within the Russian political elite, particularly amid prolonged military conflict and frozen diplomatic channels.
Drone Attacks and Escalating Military Tensions
Medvedev’s warning came just hours after Russia claimed to have intercepted 122 drones launched by Ukraine in a large overnight offensive, according to RIA Novosti.
Reuters also reported that Russia remains committed to pursuing its military objectives in Ukraine until the West agrees to peace negotiations on Moscow’s terms.
Conclusion:
Medvedev’s sharp rhetoric and threat of a potential Russian preemptive strike underscore growing fears that the Ukraine conflict may soon enter a much more dangerous phase. As tensions continue to rise between Moscow and Western powers, global attention is now fixed on whether diplomacy can de-escalate the crisis—or if a broader confrontation is on the horizon.
